1.      CONFERENCE WITH LABOR NEGOTIATOR
         Unrepresented and represented employees: All City employees.
The closed session is for a review of the City Council’s position and to instruct the City’s designated representative, City Manager Craig Middleton, regarding salaries and/or compensation paid in the form of fringe benefits to members of the Belvedere Peace Officers Association and to unrepresented City employees. Closed session permitted pursuant to § 54957.6(a) of the California Government Code.

 CONSENT CALENDAR
The Consent Calendar consists of items that the City Council considers to be non-controversial.  Unless any item is specifically removed by any member of the City Council, staff, or audience, the Consent Calendar will be adopted by one motion.  Items removed will be considered in the sequence as they appear below.  If any member of the audience wishes to have an item removed, please step to the microphone, state your name, and indicate the item.

5.     Approve minutes of the following meetings:
        A.  
March
12, 2018, regular City Council meeting.
        B.  
March 19, 2018, special City Council meeting.

6.     Approve warrants of March 2018.

7.     Adopt resolution declaring that the cost to provide fire protection and emergency medical services for Fiscal Year 2018-2019 will exceed $450,000.

8.     
Approve a contribution of $500 to the Redwood High School Grad Night Committee towards Redwood High School’s 31st annual Safe & Sober Grad Night.

9.     
Receive report on Permit Tracking and Accounting software upgrades.

10.    
Approve resolution allocating Road Repair and Accountability Act (SB 1) funds to be included in the 2018/19 Fiscal Year (FY) Capital Improvement Plan Budget.

11.    
Approve revocable license for private improvements in the public right-of-way in front of 19 Windward Road. Property Owner: Christopher and Maggie Johnson.


OTHER SCHEDULED ITEMS

12.    Presentation from the Transportation Authority of Marin (TAM) on renewal efforts for Measure A, the Marin County Transportation Sales Tax.

13.   
Continued review of the Beach Road Seawall Stabilization Project and consideration of a resolution for a budget amendment to fund the project.
Staff recommendation: Consider the proposed design for Phase 1 stabilization of Beach Road and the Beach Road Seawall and approve a resolution a
uthorizing a budget amendment for the Beach Road Seawall Stabilization Project.


14.   
Consider authorizing City Manager to send a letter on behalf of the City Council opposing Senate Bill 827 (Wiener), Planning and zoning: transit-rich housing bonus.
Staff recommendation: Consider the staff
report and discussion and decide whether to direct the City Manager to draft and send a letter on behalf of the City Council opposing SB 827.


15.   
Consider resolution opposing the California Business Roundtable (CBRT)’s Tax Fairness, Transparency, and Accountability Act of 2018.
Staff recommendation Consider the staff report and approve the resolution opposing the ballot initiative.
