The public will be given an opportunity speak on each agenda item when it is called.  Upon being recognized by the Mayor, please state your name and address, and limit your oral statement to no more than three minutes.  The Council welcomes comments and questions raised by interested citizens but typically does not respond during the comment period.

                    PLEDGE OF ALLEGIANCE

              Meeting was called to order at 6:30 PM.
              Council Present: Campbell, McCaskill, Winter, and Mayor McAuliffe
              Council Absent: Donnell

              Mayor McAuliffe led the Pledge of Allegiance

This is an opportunity for any citizen to briefly address the City Council on any matter that does not appear in this agenda.  Upon being recognized by the Mayor, please state your name, address, and limit your oral statement to no more than three minutes.  Matters that appear to warrant a more lengthy presentation or Council consideration will be agendized for further discussion at a later meeting.

William Rothman, 14 Cliff Road, spoke during the open forum.


1.     Request from Redwood High School Safe and Sober Grad Night Committee for donation to annual grad night event.

Libbi Keating, Event Coordinator, and Bennett Canady, Redwood High School Senior, presented their request to Council.

Council requested Ms. Keating and Mr. Canady return next month with further information on donation amounts received from other communities.

2.     City Council Reports.

Mayor McAuliffe gave her report.

3.     City Manager Reports.
        A.       Demonstration and discussion of Buildingeye data visualization software.

City Manager Neilan presented the Buildingeye software and Council offered opinions on the program.

Two Speakers from the public.

The Consent Calendar consists of items that the City Council considers to be non-controversial.  Unless any item is specifically removed by any member of the City Council, staff, or audience, the Consent Calendar will be adopted by one motion.  Items removed will be considered in the sequence as they appear below.  If any member of the audience wishes to have an item removed, please step to the microphone, state your name, and indicate the item.

Item 8 was removed from the Consent Calendar by a member of the Council for comment.

Mayor McAuliffe noted a correction to the minutes (Item 4).

4.     Approve minutes of the January 11, 2016, regular City Council meeting.

5.     Approve warrants of January 2016.

6.     Adoption of an ordinance amending Chapter 16.20, “Floodplain Management,” of the Belvedere Municipal Code to adopt the FEMA revised Flood Insurance Rate Map (FIRM) effective March 16, 2016, and other administrative updates, introduced at the January 11, 2016 regular meeting.

7.     Approve revocable license for private improvements in the City right-of-way in front of 26 Lagoon Road. Property Owner: Advanced Building Solutions Inc.

8.     Approve revocable license for private improvements in the City right-of-way in front of 18 Peninsula Road. Property Owner: The Miller Trust dated Nov 30 1999.

Council asked questions about the improvements in the public right-of-way in front of 18 Peninsula Road, and a revised revocable license exhibit was presented to the Council.

9.     Introduction and first reading of an ordinance of the City of Belvedere amending Title 19, “Zoning,” and Title 20, “Architectural and Environmental Design Review,” for proposed modification to the appeal period, fence height requirements, and other minor administrative updates, and consideration of modifications to noticing requirements.
Staff recommendation: Conduct the public hearing and approve the introduction of the ordinance

City Council conducted the Public Hearing.
No Comments from the Public.

City Council directed staff to modify the wording regarding noticing of Design Review projects to not increase the existing notification radii, but include those properties directly across from a proposed project in the Lagoon neighborhood.

City Council limited the proposed fence height amendments to the R1-L and R-2 zoning districts, and directed staff to further analyze the effect of increased fence heights in the City's other zoning districts.

Motion: To read the ordinance by title only, incorporating the changes made as reflected in the public record.
Moved:  By Campbell, second by McCaskill; approval unanimous (Donnell absent)

City Clerk read the title of the ordinance.

Motion: To approve the first reading of the ordinance reflecting the changes in the public record and to waive future reading of the ordinance in its entirety.

10.     Request from Belvedere-Tiburon Joint Recreation to hold a special event at Belvedere Community Park on April 30, 2016, from 11:00 AM – 3:00 PM, for a Family Fun Day event, including the use of amplified sound.
Staff recommendation: Approve request for use of amplified music during the Family Fun Day event.
Public Works Manager Derdenger presented the staff report. Cathleen Andreucci, BTJR Director, and Bryan Vitale, event coordinator, answered questions about the event from Council.

No Comments from the Public.

Motion: To approve the use of amplified sound during the event
