              Meeting was called to order at 5:00 PM and adjourned to closed session.

6:30 PM     RECONVENE IN OPEN SESSION IN COUNCIL CHAMBERS
                    PLEDGE OF ALLEGIANCE


             Meeting was reconvened in the Council Chambers at 6:30 PM.  Building Official
             Banvard, Director of Planning and Building Borba, Administrative Services
             Director Eastman, City Clerk Foulis, Deputy City Attorney Longfellow, and
             Public Works Manager Zadnik joined the meeting. Vice Mayor Winter left the
             meeting.

             Mayor Campbell announced that no reportable actions were taken in the closed
             session.


            
Mayor Campbell lead the Pledge of Allegiance.


 OPEN FORUM
This is an opportunity for any citizen to briefly address the City Council on any matter that does not appear in this agenda.  Upon being recognized by the Mayor, please state your name, address, and limit your oral statement to no more than three minutes.  Matters that appear to warrant a more lengthy presentation or Council consideration will be agendized for further discussion at a later meeting.

REPORTS & PRESENTATIONS

2.     Marin Clean Energy Community Update for Belvedere presented by J.R. Killigrew, Community Development Manager, MCE.
J.R. Killigrew, Marin Clean Energy, presented a community update on Belvedere's participation in Marin Clean Energy to the City Council.

3.     City Council Reports.
Mayor Campbell and the Council thanked retiring City Manager Neilan for her many contributions to the community. Council Members Kemnitzer gave a report.

4.     City Manager Reports.
City Manager Neilan updated the Council on ongoing deer research and reported that Dr. DeNicola of White Bufallo, Inc. was available to visit Belvedere and meet with the Council on February 27, 2017. There were 2 speakers from the public.


 CONSENT CALENDAR
The Consent Calendar consists of items that the City Council considers to be non-controversial.  Unless any item is specifically removed by any member of the City Council, staff, or audience, the Consent Calendar will be adopted by one motion.  Items removed will be considered in the sequence as they appear below.  If any member of the audience wishes to have an item removed, please step to the microphone, state your name, and indicate the item.

The Consent Calendar was approved in one motion:

5.     Approve minutes of the November 14, 2016, regular City Council meeting.  - Approved minutes.

6.    
Approve warrants of November 2016. - Approved warrants.

7.    
Adopt resolution designating signatories for the City of Belvedere’s Westamerica Bank Operating & Payroll Accounts and authorizing transfers from one account to the other. - Adopted resolution.

8.    
Adopt resolution designating signatories for the City of Belvedere’s WestAmerica Bank Line of Credit of $800,000. - Adopted resolution.

9.    
Approve revocable license for private improvements in the public right-of-way in front of 3 Edgewater Road. Property Owner: The Mount Family Trust dated October 24, 2013.  - Approved revocable license.

10.    Approve revocable license for private improvements in the public right-of-way in front of 28 Eucalyptus Road. Property Owner: Denise L. Ellison 2005 Trust UTD March 29, 2005. - Approved revocable license.

11.   
Approve revocable license for private improvements in the public right-of-way in front of 4 Maybridge Road. Property Owner: Sandrich/Resney Family Trust. - Approved revocable license.

12.    Approve revocable license for private improvements in the public right-of-way in front of 83 West Shore Road. Property Owner: James and Dayle Burnes Family Trust. - Approved revocable license.


 INDIVIDUAL CONSENT CALENDAR ITEMS
Individual Consent Calendar Items are considered non-controversial but require individual motions for approval due to necessary recusals.

Items 13 and 14 on the Individual Consent Calendar were approved with individual motions:

13.    Approve revocable license for private improvements in the public right-of-way in front of 147 Beach Road. Property Owner: Cottage Coastal Builders LLC. - Approved revocable license (Campbell recused).

14.   
Approve revocable license for private improvements in the public right-of-way in front of 412 Golden Gate Avenue. Property Owner: James K. Lynch.  - Approved revocable license (McAuliffe recused).

15.   
Approve revocable license for private improvements in the public right-of-way in front of 98 Beach Road (San Francisco Yacht Club) and approve the parking count for off-street parking. Property Owner: San Francisco Yacht Club.
Mayor Campbell and Council Member Kemnitzer stated that they must recuse themselves. There being a lack of a quorum, Item 15 was continued to the next regular meeting of the Belvedere City Council.


PUBLIC HEARINGS

16.    Adoption of an ordinance adopting by reference the latest editions of the State fire codes.
Staff recommendation: Adopt the ordinance as presented.

The Council conducted the public hearing (0 speakers from the public) and approved adoption of the ordinance.

Adoption of an ordinance adopting by reference the latest editions of the State construction codes.
Staff recommendation: Adopt the ordinance as presented.

The Council conducted the public hearing (0 speakers from the public) and approved adoption of the ordinance.

18.   
Introduction and adoption of an Urgency Ordinance amending Chapter 8.28 of the Belvedere Municipal Code to clarify that the prohibition against unreasonable obstruction of views and sunlight due to trees and shrubs applies only to preexisting views.
The Council conducted the public hearing (3 speakers from the public) and unanimously approved introduction and adoption of the urgency ordinance with revisions to the language.


OTHER SCHEDULED ITEMS

19.    Consider financial contribution to Redwood Boulevard southbound approach improvements to mitigate traffic congestion at Highway 101 interchange.
Staff recommendation: Authorize contribution of $6,000 to help fund Redwood Boulevard southbound approach improveme
nts.

The Council authorized a contribution of $6,000 to help fund the Redwood Boulevard southbound approach improvements.

20.    Budget amendment request to fund replacement of an electric vehicle for the Planning and Building Department.
Staff recom
mendation: Approve amending the FY 2016/17 Operating Budget to fund the purchase of a replacement zero-emissions shared use vehicle for the Planning and Building Department not to exceed $21,265.

21.    Approve decision of the Citizen of the Year Committee.
Staff recommendation: Approve the Committee’s choice for the 2016 Citizen of the Year and Citizen Emeritus.
The Council approved the Citizen of the Year Committee's selection of Jerry Butler as the 2016 Citizen of the Year and Tom and Carol Perot as the 2016 Citizens Emeriti.
