ANNOTATED AGENDA - REGULAR MEETING

The public will be given an opportunity speak on each agenda item when it is called.  Upon being recognized by the Mayor, please state your name and address, and limit your oral statement to no more than three minutes.  The Council welcomes comments and questions raised by interested citizens but typically does not respond during the comment period.

Meeting was called to order and adjourned to closed session.

                    PLEDGE OF ALLEGIANCE

Meeting reconvened in open session at 6:30 PM.
Mayor Campbell announced that no reportable action was taken in the closed session.



 OPEN FORUM
This is an opportunity for any citizen to briefly address the City Council on any matter that does not appear in this agenda.  Upon being recognized by the Mayor, please state your name, address, and limit your oral statement to no more than three minutes.  Matters that appear to warrant a more lengthy presentation or Council consideration may be agendized for further discussion at a later meeting.

No speakers from the public.


REPORTS & PRESENTATIONS

2.     Request from The Foundation for Reed Schools to hold a special event on October 13, 2017, for a “Run for Reed” race event that includes Beach Road and Cove Road.
Council approved the "Run for Reed" race event.

3.     City Council Reports.
Council Members McAuliffe, Kemnitzer, Winter and Campbell gave reports.

4.     City Manager Reports.
City Manager Middleton provided a report.


 CONSENT CALENDAR
The Consent Calendar consists of items that the City Council considers to be non-controversial.  Unless any item is specifically removed by any member of the City Council, staff, or audience, the Consent Calendar will be adopted by one motion.  Items removed will be considered in the sequence as they appear below.  If any member of the audience wishes to have an item removed, please step to the microphone, state your name, and indicate the item.

The Consent Calendar, excepting Item 8, was approved in one motion by the City Council:

5.     Approve minutes of the June 12, 2017, regular City Council meeting. - minutes approved.

6.    
Approve warrants of June 2017. - warrants approved.

7.    
Approve the two year Memorandum of Understanding with the Marin County Office of Emergency Services for an annual cost to the City of Belvedere of $3,652 for FY 2017-18 and FY 2018-19. - MOU approved.

8.    
First reading of a resolution approving an amended job description and benefits for the position of Building Official-Code Enforcement Officer. - Item 8 was withdrawn from the agenda.

9.    
Approve Revocable license for private improvements in the public right-of-way in front of
12 Britton Avenue. Property Owner: Jason and Claire Zintak

 INDIVIDUAL CONSENT CALENDAR ITEMS
Individual Consent Calendar Items are considered non-controversial but require individual motions for approval due to necessary recusals.

Individual Consent Calendar Items were all approved under individual motions:

10.    Approve Revocable license for private improvements in the public right-of-way in front of 144 Bayview Avenue. Property Owner: The Barber/Monson Trust Dated June 20, 2014. - revocable license approved.

11.   
Approve Revocable license for private improvements in the public right-of-way in front of 296 Beach Road. Property Owner: Emory Williams and Jie Liu. - revocable license approved.

12.    Approve revised revocable license for private improvements in the public right-of-way in front of 98 Beach Road. Property Owner: San Francisco Yacht Club. - revised revocable license approved.


 COUNCIL REORGANIZATION

13.    City Council reorganization
         A.     Election of Mayor. - Winter was selected to be Mayor.
         B.     Election of Vice Mayor. - McCaskill was selected to be Vice Mayor.
         C.     Presentation to outgoing Mayor and remarks by City Council. - Council thanked outgoing Mayor Campbell.


PUBLIC HEARINGS

14.    Introduction and first reading of an ordinance amending Title 19, “Zoning,” of the Belvedere Municipal Code regarding Accessory Dwelling Units and Junior Accessory Dwelling Units. The purpose of said amendments would be to bring the Belvedere Municipal Code into compliance with recent amendments to California State law.
Council approved introduction and first reading of the proposed ordinance, incorporating changes to Section 19.79.050(I) regarding parking requirements.


OTHER SCHEDULED ITEMS

15.    Progress report on California Department of Water Resources Local Levee Assistance Program (DWR LLAP) grant for the Belvedere Lagoon Coastal Levee System Evaluation.
Staff recommendation: Consider the report and provide
Staff with comments or recommendations.

Council received report from Stetson Engineer James Reilly on the Belvedere Lagoon Coastal Levee System Evaluation and offered comments.

The meeting was adjourned at 7:54 PM.
