ANNOTATED AGENDA - REGULAR MEETING

 COMMENTS ON AGENDA ITEMS BY MEMBERS OF THE PUBLIC

The public will be given an opportunity speak on each agenda item when it is called.  Upon being recognized by the Mayor, please state your name and address, and limit your oral statement to no more than three minutes.  The Council welcomes comments and questions raised by interested citizens but typically does not respond during the comment period.


6:30 PM     CALL TO ORDER
                    PLEDGE OF ALLEGIANCE

Meeting was called to order at 6:30 PM.

Council Present: Campbell, Kemnitzer, McAuliffe, and Mayor Winter
Council Absent: McCaskill

Mayor Winter led the Pledge of Allegiance.


 OPEN FORUM
This is an opportunity for any citizen to briefly address the City Council on any matter that does not appear in this agenda.  Upon being recognized by the Mayor, please state your name, address, and limit your oral statement to no more than three minutes.  Matters that appear to warrant a more lengthy presentation or Council consideration will be agendized for further discussion at a later meeting

REPORTS & PRESENTATIONS

1.     City Council Reports.
Council Members McAuliffe, Kemnitzer, Campbell and Winter gave reports.

2.     City Manager Reports.
City Manager Middleton gave a report.

3.     Police Chief report.
        A.     Review of Police Chief’s recent 10-week training at the FBI National Academy.
The Police Chief's report was continued to future meeting of the Belvedere City Council.

 CONSENT CALENDAR
The Consent Calendar consists of items that the City Council considers to be non-controversial.  Unless any item is specifically removed by any member of the City Council, staff, or audience, the Consent Calendar will be adopted by one motion.  Items removed will be considered in the sequence as they appear below.  If any member of the audience wishes to have an item removed, please step to the microphone, state your name, and indicate the item.

The Consent Calendar was approved in one motion.

4.     Approve minutes of the September 11, 2017, regular City Council meeting. - minutes were approved.

5.    
Approve warrants of September 2017. - warrants were approved.

6.    
Proclamation in honor of Laleh Zelinsky for her contributions to the Tom Price Park Parking Lot Lighting Project.  - proclamation was approved.

7.    
Adopt resolution appropriating Road Repair and Accountability Act (SB 1) funding and amending the FY 2017-18 Annual Operating Budget to incorporate a list of projects to be funded by SB 1. - resolution was approved.

8.    
Accept completion of the Measure A and Measure B projects identified in the FY 2016-17 Annual Operating Budget. - Measure A and Measure B projects from FY2017-17 were accepted complete.

9.    
Approve revocable license for private improvements in the public right-of-way in front of 1 Belvedere Avenue. Property Owner: Susan Corridoni Kelly Revocable Trust. - revocable license was approved.

10.   
Approve revocable license for private improvements in the public right-of-way in front of 339 Golden Gate Avenue. Property Owner: Golden Gate Belvedere, LLC.
- revocable license was approved.


OTHER SCHEDULED ITEM

11.    Presentation on the status of the Belvedere-Tiburon Library presented by Jeff Foran, Chair of the Belvedere-Tiburon Library Agency Board of Trustees.
Jeff Foran, Chair of the Belvedere-Tiburon Library Agency Board of Trustees, Deborah Mazzolini (Belvedere-Tiburon Library Director), and Glenn Isaacson presented the current status of the Library as well as ideas and goals for future growth of the Library.
