ANNOTATED AGENDA - REGULAR MEETING
BELVEDERE CITY COUNCIL

 COMMENTS ON AGENDA ITEMS BY MEMBERS OF THE PUBLIC

The public will be given an opportunity speak on each agenda item when it is called.  Upon being recognized by the Mayor, please state your name and address, and limit your oral statement to no more than three minutes.  The Council welcomes comments and questions raised by interested citizens but typically does not respond during the comment period.


6:30 PM     CALL TO ORDER
                    PLEDGE OF ALLEGIANCE

Meeting was called to order at 6:30 PM.

Council Present: Campbell, Kemnitzer, McAuliffe, McCaskill, and Mayor Winter
Council Absent: None

Mayor Winter led the Pledge of Allegiance.



 OPEN FORUM
This is an opportunity for any citizen to briefly address the City Council on any matter that does not appear in this agenda.  Upon being recognized by the Mayor, please state your name, address, and limit your oral statement to no more than three minutes.  Matters that appear to warrant a more lengthy presentation or Council consideration will be agendized for further discussion at a later meeting.

REPORTS & PRESENTATIONS

1.     City Council reports.
Council Member McAuliffe gave a report.

2.     City Manager reports.
City Manager Middleton provided a report.

3.     Police Chief report.
        A.      Review of Police Chief's 10-week training at the FBI National Academy.
Police Chief Seyler reviewed her experience at the 10-week training program at the FBI National Academy.


 CONSENT CALENDAR
The Consent Calendar consists of items that the City Council considers to be non-controversial.  Unless any item is specifically removed by any member of the City Council, staff, or audience, the Consent Calendar will be adopted by one motion.  Items removed will be considered in the sequence as they appear below.  If any member of the audience wishes to have an item removed, please step to the microphone, state your name, and indicate the item.

The Consent Calendar was approved in one motion:

4.     Approve minutes of the following meetings of the City Council:
        a.      October 9, 2017, regular. - minutes approved.
        b.      October 10, 2017, special. - minutes approved.

5.    
Approve warrants of October 2017. - warrants approved.

6.    
Adopt resolutions restating the Gann (Proposition 4) appropriations limit for Fiscal Year 2016-17 and establishing the Gann (Proposition 4) appropriations limit for Fiscal Year 2017-18. - resolutions approved.

7.    
Confirm appointment of Niran Amir as the Reed Union School District representative on the Belvedere-Tiburon Library Agency Board of Trustees. - appointment confirmed.

8.    
Accept completion of the 2017 Slurry Seal Project. - project accepted complete.

9.   
Adopt resolution transferring certain streetlights from the City of Belvedere to the Marin General Services Authority (MGSA) and delegating authority to the City Manager to transfer certain streetlights to MGSA on an ongoing basis. - resolution adopted.

10.   
Approve revocable license for private improvements in the public right-of-way in front of 9 West Shore Road. Property Owner: 9 West Shore Road LLC. - revocable license approved.

11.   
Approve revocable license for private improvements in the public right-of-way in front of 28 Eucalyptus Road. Property Owner: Denise L Ellison 2005 Trust UTD March 29 2005. 
- revocable license approved.

12.    Approve the design, purchase, and application of emergency evacuation route decals.
- evacuation route decals approved.


OTHER SCHEDULED ITEMS

13.    Appoint council members to represent the City of Belvedere on two new ad hoc committees established by the Marin County Council of Mayors and Councilmembers (MCCMC): the MCCMC Pension and OPEB Reform Ad Hoc Committee and the MCCMC Disaster Preparedness Ad Hoc Committee.
Staff recommendation: Appoint up to two mem
bers and one alternate for the MCCMC Pension and OPEB Reform Ad Hoc Committee and one member and one alternate for the MCCMC Disaster Preparedness Ad Hoc Committee.

Mayor Winter and Vice Mayor McCaskill were appointed to the MCCMC Pension and OPEB Reform Ad Hoc Committee with Council Member McAuliffe serving as the alternate.  Council Member Campbell was appointed to the MCCMC Disaster Preparedness Ad Hoc Committee with Council Member Kemnitzer serving as the alternate.
