OTHER SCHEDULED ITEM

2.       Discussion of the City policies and procedures related to the issuance of revocable licenses for private improvements on City property.

The City Council and Planning Commission discussed revocable licenses.

The special joint meeting of the City Council and Planning Commission was adjourned at 6:40 PM. The Planning Commission left the dais.

The regular meeting of the City Council was reconvened at 6:43 PM.

3.       Interview applicant for the open position of Belvedere Representative to the Marin/Sonoma Mosquito and Vector Control District Board of Trustees.

Mr. Richard Snyder was interviewed and appointed to be the Belvedere Representative to the Marin/Sonoma Mosquito and Vector Control District Board of Trustees.

 CONSENT CALENDAR
The Consent Calendar consists of items that the City Council considers to be non-controversial.  Unless any item is specifically removed by any member of the City Council, staff, or audience, the Consent Calendar will be adopted by one motion.  Items removed will be considered in the sequence as they appear below.  If any member of the audience wishes to have an item removed, please step to the microphone, state your name, and indicate the item.

The Consent Calendar, with the exception of Item 9, was approved in one motion by the City Council:

6.     Approve minutes of the January 8, 2018, regular City Council meeting. - minutes approved.

7.    
Approve warrants of January 2018. - warrants approved.

8.    
Adoption of an ordinance amending Chapter 9.54, “Social Host Accountability,” of the Belvedere Municipal Code, which amendments include adding events with marijuana and controlled substances as unlawful youth gatherings; penalties for underage hosts of unlawful gatherings; and adding a restorative justice option for youth violators.  - ordinance adopted.

9.    
Adoption of an ordinance amending Title 19, Zoning, of the Belvedere Municipal Code regarding Accessory Dwelling Units (ADU) to bring the Code into compliance with recent State Law changes effective October 2017. - adoption continued to the next regular meeting of the City Council.

10.    
Proclamation honoring Clark and Sharon Winslow for their donation to the City of Belvedere.  - Proclamation adopted.


 INDIVIDUAL CONSENT CALENDAR ITEMS
Individual Consent Calendar Items are considered non-controversial but require individual motions for approval due to necessary recusals.

11.    Approve revocable license for private improvements in the public right-of-way in front of 30 Bella Vista Avenue. Property Owner: Tracy Barringer and Peleg Pelemuter.  - Vice Mayor McCaskill was chosen to participate in the discussion of this item and the revocable license was approved on the condition that the proposed replacement fence in the public right-of-way does not exceed the height of the existing fence.


PUBLIC HEARINGS

12.    Consider resolution amending the City of Belvedere Master Schedule of Fees, Charges, and Application Fees.
Staff re
commendation: Adopt resolution approving the Master Schedule.

The Council conducted the public hearing and adopted the resolution amending the Master Schedule of Fees, Charges, and Application Fees.


OTHER SCHEDULED ITEMS

13.    Fiscal Year 2017-2018 mid-year budget review.
Staff recommendation: Receive mid-year budget information; adopt Revised Budget for FY17/18.

The Council approved the revised budget for FY17/18.

14.    Presentation by the Belvedere Lagoon Property Owners Association on bulkheads and consideration of adoption of regulations requiring installation of bulkheads for certain projects for homes on the Belvedere Lagoon.
Larry Stoehr, representing the Belvedere Lagoon Property Owners Association, provided a presentation on bulkheads to the City Council. The Council discussed methods to encourage the installation or replacement of bulkheads on lagoon properties.

15.    Make an appointment for a Belvedere Representative to the Marin/Sonoma Mosquito and Vector Control District Board of Trustees.
Mr. Richard Snyder was appointed the Belvedere Representative to the Marin/Sonoma Mosquito and Vector Control District Board of Trustees.
