The public will be given an opportunity speak on each agenda item when it is called.  Upon being recognized by the Mayor, please state your name and address, and limit your oral statement to no more than three minutes.  The Council welcomes comments and questions raised by interested citizens but typically does not respond during the comment period.

CLOSED SESSION

1.      CONFERENCE WITH LABOR NEGOTIATOR
         Unrepresented and represented employees: All City employees.
The closed session is for a review of the City Council’s position and to instruct the City’s designated representative, City Manager Craig Middleton, regarding salaries and/or compensation paid in the form of fringe benefits to members of the Belvedere Peace Officers Association and to unrepresented City employees. Closed session permitted pursuant to § 54957.6(a) of the California Government Code.

 OPEN FORUM
This is an opportunity for any citizen to briefly address the City Council on any matter that does not appear in this agenda.  Upon being recognized by the Mayor, please state your name, address, and limit your oral statement to no more than three minutes.  Matters that appear to warrant a more lengthy presentation or Council consideration will be agendized for further discussion at a later meeting.

 CONSENT CALENDAR
The Consent Calendar consists of items that the City Council considers to be non-controversial.  Unless any item is specifically removed by any member of the City Council, staff, or audience, the Consent Calendar will be adopted by one motion.  Items removed will be considered in the sequence as they appear below.  If any member of the audience wishes to have an item removed, please step to the microphone, state your name, and indicate the item.

4.     Approve minutes of the following meetings:
        A.  
February 12, 2018, regular City Council meeting.
        B.  
February 12, 2018, special joint meeting of the City Council and Planning Commission.
        C.  
March 7, 2018, special meeting of the City Council.

5.     Approve warrants of January 2018 and February 2018.

6.     Adoption of an ordinance amending Title 19, Zoning, of the Belvedere Municipal Code regarding Accessory Dwelling Units (ADU) to bring the Code into compliance with recent State Law changes effective October 2017. (Continued from February 12, 2018)

7.    
Adopt resolutions in support of Proposition 68, the California Drought, Water, Parks, Climate, Coastal Protection, and Outdoor Access for All Act of 2018, and Proposition 69, the Transportation Taxes and Fees Lockbox and Appropriations Limit Exemption Amendment.


 INDIVIDUAL CONSENT CALENDAR ITEMS
Individual Consent Calendar Items are considered non-controversial but require individual motions for approval due to necessary recusals.

8.    
Approve revocable license for private improvements in the public right-of-way behind 15 Oak Place. Property Owner: Reece and Michelle Kresser.


OTHER SCHEDULED ITEMS

9.      Presentation from the Belvedere-Tiburon Library Foundation on expansion efforts at the library.

10.    Discussion on specifications of the City’s agreement with Vigilant Solutions, Inc. to provide automated License Plate Reader (LPR) services to the City.

11.    Report on the Beach Road Seawall Repair Project and consideration of design options.
Staff recommendation: Consider the proposed des
ign options and approve the reallocation of FY2017-18 Capital Improvement Project funds for a permanent repair.


12.   
Report on findings and recommendations of the Deer Fencing Task Force Committee.
Staff recommendation: Review and discuss the findings
of the Deer Fencing Task Force Committee and provide staff with direction with respect to the specific recommendations of the Committee.


13.   
Consider request from 222 Beach Road for a deed amendment allowing reconstruction of their residence if destroyed by fire or other natural disaster. (Continued from December 11, 2017)
Staff recommendation: Review the record, consider public comment, and provide direction to staff regarding the property owner’s request for a deed amendment.
