Meeting reconvened in Open Session at 6:30 PM.
Mayor Winter announced that Item 13 would not be heard tonight.



2.       Interview applicants for open positions on various City committees.

Council interviewed Carolyn Lund for the Parks and Open Space Committee.


 OPEN FORUM
This is an opportunity for any citizen to briefly address the City Council on any matter that does not appear in this agenda.  Upon being recognized by the Mayor, please state your name, address, and limit your oral statement to no more than three minutes.  Matters that appear to warrant a more lengthy presentation or Council consideration will be agendized for further discussion at a later meeting.

 CONSENT CALENDAR
The Consent Calendar consists of items that the City Council considers to be non-controversial.  Unless any item is specifically removed by any member of the City Council, staff, or audience, the Consent Calendar will be adopted by one motion.  Items removed will be considered in the sequence as they appear below.  If any member of the audience wishes to have an item removed, please step to the microphone, state your name, and indicate the item.

Items 8 and 9 were removed from the Consent Calendar and discussed separately.

5.     Approve minutes of the April 9, 2018, regular City Council meeting. - minutes approved.

6.    
Approve warrants of April 2018. - warrants approved.

7.    
Receive FY 2017/18 third quarter budget information and adopt revised budget for FY17/18.  - report received and revised budget adopted.

8.    
Authorize Mayor to send a letter opposing Assembly Bill 1912 (Rodriguez) – Public Employees’ Retirement: JPA: Liability.  - item continued pending further review of the legislation.

9.    
Approve amendments to the City’s revocable license policy, Section 272.05 of the Administrative Policy Manual.  - amendments approved.

10.   
Approve revocable licenses for private improvements in the public right-of-way behind 1 Belvedere Avenue. Property Owner: Susan Corridoni Kelly Revocable Trust.  - revocable license approved.


 INDIVIDUAL CONSENT CALENDAR ITEMS
Individual Consent Calendar Items are considered non-controversial but require individual motions for approval due to necessary recusals.

11.    Approve revocable licenses for private improvements in the public right-of-way in front of, adjacent to, and behind 270 Beach Road. Property Owner: James Haynes and Hollie Moore Haynes.
Revocable license for rear of property (Belvedere Strip) was approved; Revocable Licenses for front (Beach Road) and side (Lower Woodwardia) continued to a future meeting.


PUBLIC HEARINGS

12.    Introduction and first reading of an ordinance amending Section 20.04.035, “Time Limits for Construction,” of the Belvedere Municipal Code, which amendments include: application of construction time limits for all projects requiring Design Review and/or requiring a building permit valuing $50,000 or greater; expanded authority of Building Official to request project valuation documentation; ability of applicants for 18-month projects to request extension at time of Design Review hearing; courtesy neighbor notice of construction time limit extensions; clarification of factors evaluated when granting a time limit extension or appeal of construction time limit penalty; and clean-up ordinance changes.
Staff recommendation: Approve the first reading of the ordinance and waive future reading.

Introduction and first reading of the ordinance approved.


OTHER SCHEDULED ITEMS

13.    Consider request from the Belvedere-Tiburon Library Agency for a contribution to fund an expansion project at the library.  Note 5/14/18: The Library will no longer be presenting their request to the Council at this meeting.
Item was not heard.

14.    Preliminary review of annual operating budget and capital improvement program for the City for Fiscal Year 2018/2019.
Staff recommendation: Consider th
e preliminary FY2018/19 Operating and Capital Budget and provide direction to staff.

Council conducted initial review of the budget and directed staff to bring back a revised budget for adoption at the June meeting.

15.    First reading of a resolution for the period of July 1, 2018, through June 30, 2020, establishing salaries and benefits for Miscellaneous Employees and ratifying a memorandum of understanding between the City and the Belvedere Peace Officers Association establishing salary and benefits for those personnel.
Staff recommendation: Review the two resolutions establishing salaries and benefits for City employees. Pursuant to Belvedere Administrative Policy 426.06, the resolutions will also appear on the June 11, 2018, regular City Council agenda for final approval.

Council approved the first reading of the resolutions setting salaries and benefits.

16.    Introduction and first reading of an ordinance of the City of Belvedere adopting by reference, with certain amendments and additions, Title 8, Animals, of the Marin County Code as adopted by Ordinance No. 3687 of the Board of Supervisors of the County of Marin and adopting by reference the fees for animal control services as adopted by Ordinance No. 3688 of the Board of Supervisors of the County of Marin.
Staff recommendation: Read the ordinance by title only and approve the first reading of the ordinance.

Council approved the first reading of the ordinance.

17.    Report on status of the Lagoon Road flood mitigation project (Rock Hill Drainage G) site near San Rafael Avenue and Tiburon Boulevard and consideration of future steps.
Staff recommendation: conside
r the known constraints of the project and direct staff to either: complete design, permitting and construction of a downstream culvert; investigate alternative drainage routes; or take no action.

Council formed a subcommittee of Mayor and Vice Mayor to discuss moving the project forward with Tiburon officials.

18.    Appoint members to various City committees and commissions.
Staff recommendation: Make
appointments to various City committees and commissions.

Council reappointed Dr. Thomas Cromwell to the Belvedere-Tiburon Library Agency Board, John Pearson and Larry Wheat to the Finance Committee, and Jean Bordon and Kathy Pearson to the Parks and Open Space Committee with Carolyn Lund appointed as a non-voting member.
