Council interviewed Ghazaleh Jamei and Claire Slaymaker for the open position on the Planning Commission.

 CONSENT CALENDAR
The Consent Calendar consists of items that the City Council considers to be non-controversial.  Unless any item is specifically removed by any member of the City Council, staff, or audience, the Consent Calendar will be adopted by one motion.  Items removed will be considered in the sequence as they appear below.  If any member of the audience wishes to have an item removed, please step to the microphone, state your name, and indicate the item.

5.     Approve minutes of the May 14, 2018, regular City Council meeting.
  - Minutes approved.

6.     Approve warrants of May 2018.  - Warrants approved.

7.     Adopt an ordinance amending Section 20.04.035, “Time Limits for Construction,” of the Belvedere Municipal Code.  - Ordinance adopted.

8.     Adopt two resolutions for the period of July 1, 2018, through June 30, 2020, establishing salaries and benefits for Miscellaneous Employees and ratifying a memorandum of understanding between the City and the Belvedere Peace Officers Association establishing salary and benefits for those personnel (first heard May 14, 2018).  - Resolutions adopted.

9.     Authorize Mayor to send a letter opposing AB 1912 (Rodriguez) – Public Employees’ Retirement: JPA: Liability. (Continued from May 14, 2018)  - Letter of opposition approved as to be amended by the City Manager based on recent progress of the bill through State Assembly and Senate.

10.    Approve contract with Maze & Associates for financial auditing services. - Contract approved.




PUBLIC HEARINGS

13.    Appeal of Planning Commission decision made on April 17, 2018, granting an extension of Construction Time Limit for the property located 135 Belvedere Avenue. Appellant: Attorney Christopher Johns representing INJ, LLC and its Managing Agent Anthony Piazza of 125 Belvedere Avenue. Property Owner: Amalfi 135 Belvedere LLC – Lowell Strauss.
Staff recommendation: Conduct the public hearing and deny the appeal.

Appeal denied and three month Construction Time Limit extension approved.

14.    Consider resolution levying a special tax for fire and emergency medical services and fixing the rates thereof for Fiscal Year 2018-2019.
Staff recommendation: Conduct the public hearing and thereafter adopt resolution establishing the assessment.

Resolution levying a special tax for fire and emergency medical services approved.

15.    Consider resolution approving the City of Belvedere Annual Operating and Capital Budget for Fiscal Year 2018-2019 and the Five-Year Capital Plan.
Staff recommendation: Conduct the public hearing and thereafter adopt resolution appropriating funds for the 2018-2019 Fiscal Year.

Resolution adopting the FY 2018/19 Budget approved.

16.    Adoption an ordinance of the City of Belvedere adopting by reference, with certain amendments and additions, Title 8, Animals, of the Marin County Code as adopted by Ordinance No. 3687 of the Board of Supervisors of the County of Marin and adopting by reference the fees for animal control services as adopted by Ordinance No. 3688 of the Board of Supervisors of the County of Marin.
Staff recommendation: Conduct the public hearing and adopt the ordinance.

Ordinance adopted.
