The public will be given an opportunity speak on each agenda item when it is called.  Upon being recognized by the Mayor, please state your name and address, and limit your oral statement to no more than three minutes.  The Council welcomes comments and questions raised by interested citizens but typically does not respond during the comment period.

                    PLEDGE OF ALLEGIANCE


Meeting called to order at 6:30 PM
Council Present: Campbell, Kemnitzer, McAuliffe, McCaskill, and Mayor Winter
Council Absent:  None


 OPEN FORUM
This is an opportunity for any citizen to briefly address the City Council on any matter that does not appear in this agenda.  Upon being recognized by the Mayor, please state your name, address, and limit your oral statement to no more than three minutes.  Matters that appear to warrant a more lengthy presentation or Council consideration will be agendized for further discussion at a later meeting.


Mayor Winter announced Items 19-21 would be moved up on the agenda and were heard at this time.

The Council declared the results of the June 5, 2018, election and swore in James Campbell and Marty Winter.

Bob McCaskill was selected as Mayor and Nancy Kemnitzer was selected as Vice Mayor.


REPORTS & PRESENTATIONS

1.     City Council Reports.
Council Members Campbell, Kemnitzer, McAuliffe and Winter gave reports.

2.     City Manager Reports.
City Manager Middleton gave a report.


 CONSENT CALENDAR
The Consent Calendar consists of items that the City Council considers to be non-controversial.  Unless any item is specifically removed by any member of the City Council, staff, or audience, the Consent Calendar will be adopted by one motion.  Items removed will be considered in the sequence as they appear below.  If any member of the audience wishes to have an item removed, please step to the microphone, state your name, and indicate the item.

3.     Approve minutes of the June 10, 2013, regular City Council meeting.
  - Minutes approved.

4.     Approve warrants of June 2013. - Warrants approved.



7.     First reading of an amendment to the City Manager employment agreement. - First reading approved.


9.     Approve amendment to the Richardson’s Bay Regional Agency (RBRA) Joint Powers Agreement in follow-up to the withdrawal of the City of Sausalito. - Resolution approving revisions to RBRA JPA approved.

10.    Approve response to Marin County Grand Jury report titled “Homelessness in Marin: A Progress Report.”  - Response approved.





 INDIVIDUAL CONSENT CALENDAR ITEMS
Individual Consent Calendar Items are considered non-controversial but require individual motions for approval due to necessary recusals.

14.    Approve revocable license for private improvements in the public right-of-way in front of 416 Golden Gate Avenue. Property Owner: John Owen and Dawn Low, Trustees of the Lowen Trust dated September 28, 2001.
  - Revocable license approved.

15.    Approve revocable licenses for private improvements in the public right-of-way in front of and adjacent to 270 Beach Road. Property Owner: James Haynes and Hollie Moore Haynes. - Item continued pending further discussions with the property owner.


OTHER SCHEDULED ITEM(S)

16.    Consider request from the Belvedere Concerts-in-the-Park Committee to hold a special event during evening hours on September 1, 2018, for a movie night event at Belvedere Community Park including the use of amplified sound.
Special movie night event approved.


PUBLIC HEARINGS

17.    Consider recommendations by the Belvedere Historic Preservation Committee and the Planning Commission to designate 280 Bayview Avenue a City of Belvedere Historic Property, pursuant to Title 21 of the Belvedere Municipal Code
Historic designation for 280 Bayview Avenue approved.

18.    Introduction and first reading of an ordinance amending Titles 19 and 20 of the Belvedere Municipal Code regarding fencing regulations as recommended by the Deer Fencing Task Force Committee and adoption of a resolution amending Administrative Policy Manual Chapter 322 regarding fencing.
Staff recommendation: Approve the first reading of the ordinance and waive future reading of the ordinance in its entirety; and adopt the resolution amending Administrative Policy Manual Chapter 322.

Item continued pending further clarification and/or revisions to ordinance amendments regarding hedges.


DECLARE ELECTION RESULTS

19.    Adopt resolution reciting the facts of the Belvedere general election held on June 5, 2018, declaring the result, and such other matters as provided by law.
Resolution adopted (earlier in the meeting).

20.    Swearing in and presentation of certificates of election to James Campbell and Marty Winter.
James Campbell and Marty Winter sworn in (earlier in the meeting).

21.    City Council reorganization
         A.      Election of mayor. Bob McCaskill selected as Mayor (earlier in the meeting).
         B.      Election of vice mayor. Nancy Kemnitzer selected as Vice Mayor (earlier in the meeting).
         C.      Presentation to outgoing Mayor Winter and remarks by council members. Council gave remarks for outgoing Mayor Winter (earlier in the meeting).
