Council Members interviewed Avery Chope for the open position on the Belvedere-Tiburon Library Agency Board of Trustees.

3.     Report from Diana Bradley, Belvedere Representative to the Marin County Commission on Aging on commission activities.
Diana Bradley reported on the Marin County Commission on Aging.

City Manager Middleton gave a report.


 CONSENT CALENDAR
The Consent Calendar consists of items that the City Council considers to be non-controversial.  Unless any item is specifically removed by any member of the City Council, staff, or audience, the Consent Calendar will be adopted by one motion.  Items removed will be considered in the sequence as they appear below.  If any member of the audience wishes to have an item removed, please step to the microphone, state your name, and indicate the item.

6.      Approve minutes of the following meetings of the City Council:
         A.      
July 9, 2018, regular.  - Minutes approved.
         B.      
July 11, 2018, special.
- Minutes approved.

7.      Approve warrants of July 2018. - Warrants approved.

8.      Adopt amendment to the City Manager employment agreement. - Amended agreement approved.

9.      Approve response to Marin County Grand Jury report titled “Yellow School Bus for Traffic Congestion Relief.”  - response approved.

10.    Approve revocable license for private improvements in the public right-of-way in front of 2 Cliff Road. Property Owner: Cliff Partners LLC.  - Item continued to the following meeting.


 INDIVIDUAL CONSENT CALENDAR ITEMS
Individual Consent Calendar Items are considered non-controversial but require individual motions for approval due to necessary recusals.

11.      Approve revocable license for private improvements in the public right-of-way in front of 230 Madrona Avenue. Property Owner: NIHAL LLC.
  - License approved.

12.      Approve revocable license for private improvements in the public right-of-way in front of 56 Peninsula Road. Property Owner: The Denise Anne Ivory Trust.  - License approved.


PUBLIC HEARINGS

13.    Consider Collection Rate Application submitted by Mill Valley Refuse Service, Inc. (MVRS) for the collection of trash, recycling, and compostable materials; and adopt a resolution approving the proposed 19.47% rate increase (25.96% over a 9-month period from 10/1/2018 – 6/30/2019)
Council conducted the public hearing, adopted the resolution approving the MVRS rate increase (Kemnitzer opposed), and requested that MVRS return to the Council in January to report on the Dual Stream Recycling Pilot Program with the goal of extending the program to the entire community.


OTHER SCHEDULED ITEMS

14.       Request from Belvedere-Tiburon Joint Recreation (The Ranch) to hold a special event at Belvedere Community Park on October 20, 2018, after dark including the use of amplified sound, and a request for financial support.
Staff recommendation: Conside
r special event application and request for financial support from Belvedere-Tiburon Joint Recreation.

Council approved the special event request from Belvedere-Tiburon Joint Recreation for October 20, 2018.

15.       Consider authorizing a budget amendment to reallocate funds for undergrounding of utilities.
Staff recommendation: Adopt a resolution authorizing a
budget amendment for utility undergrounding projects.
Council adopted the resolution authorizing a budget amendment (McCaskill & Kemnitzer recused).

16.       Appoint members of the City Council to serve as liaisons and voting members of various local and regional committees, boards, and joint powers agencies.
Staff recommendation: Discuss the list of appointments and ma
ke changes as necessary.

The Council reviewed the list and made necessary changes.

17.       Make an appointment to fill a vacancy for a Belvedere representative on the Belvedere-Tiburon Library Agency Board of Trustees.
Staff recommendation: Make
appointment to the Belvedere-Tiburon Library Agency Board.

Mr. Avery Chope was appointed the Belvedere-Tiburon Library Agency Board of Trustees.
