COMMENTS ON AGENDA ITEMS BY MEMBERS OF THE PUBLIC
The public will be given an opportunity speak on each agenda item when it is called. Upon being recognized by the Mayor, please state your name and address, and limit your oral statement to no more than three minutes. The Council welcomes comments and questions raised by interested citizens but typically does not respond during the comment period.

This is an opportunity for any citizen to briefly address the City Council on any matter that does not appear in this agenda. Upon being recognized by the Mayor, please state your name, address, and limit your oral statement to no more than three minutes. Matters that appear to warrant a more lengthy presentation or Council consideration will be agendized for further discussion at a later meeting.

1. City Council Reports.
Council Members Campbell and Kemnitzer gave a report.
2. City Manager Reports.
A. Report on status of Beach Road Seawall Stabilization Project.
City Manager Middleton gave a report.
The Consent Calendar consists of items that the City Council considers to be non-controversial. Unless any item is specifically removed by any member of the City Council, staff, or audience, the Consent Calendar will be adopted by one motion. Items removed will be considered in the sequence as they appear below. If any member of the audience wishes to have an item removed, please step to the microphone, state your name, and indicate the item.
The Consent Calendar was approved in one motion:
4. Approve warrants of August 2018. - warrants approved.
11. Introduction and first reading of an ordinance amending Titles 19 and 20 of the Belvedere Municipal Code regarding fencing regulations as recommended by the Deer Fencing Task Force Committee and adoption of a resolution amending Administrative Policy Manual Chapter 322 regarding fencing. (Continued from July 9, 2018)
Staff recommendation: Approve the first reading of the ordinance and waive future reading of the ordinance in its entirety; and adopt the resolution amending Administrative Policy Manual Chapter 322.
The Council conducted the public hearing and approved the introduction and first reading of the ordinance and waived future reading. The resolution amending Administrative Police Manual Chapter 322 regarding fencing was approved.
12. Introduction and first reading of an ordinance adding Chapter 2.10, “Municipal Elections,” to the Belvedere Municipal Code.
Staff recommendation: Approve the first reading of the ordinance and waive future reading of the ordinance in its entirety.
The Council conducted the public hearing and approved the introduction and first reading of the ordinance and waived future reading.
13. Discussion and consideration of possible revocation of an existing revocable license (Revocable License No. 2013.11) for existing improvements in the Belvedere Avenue street right-of-way in front of 2 Cliff Road. Property Owner: Cliff Partners, LLC.
Staff recommendation: Consider public comment and take one of the following actions: A) take no action and allow the existing improvements to remain; B) revoke Revocable License No. 2013.11, direct staff to issue a notice of revocation and termination, and require removal of existing improvements at owner’s expense; or C) direct staff to draft modifications to the existing revocable license, to be returned to Council for final approval.
The Council heard public comment and came to the general consensus to take no action on the existing revocable license and to direct staff to require the property owner clean-up vegetation in the revocable license area.
14. Approve revocable license for private improvements in the public right-of-way in front of
300 Bella Vista Avenue or consider a lease or other conveyance of property as an alternate to the revocable license. Property Owner: Denise C. Bauer Trust.
Staff recommendation: Approve the revocable license or provide direction on an alternate conveyance of the property and provide direction to staff regarding the potential shift in the location of the trellis/covered landing pending Design Review approval.
The Council heard public comment and granted the revocable license for private improvements in the public right-of-way in front of 300 Bella Vista Avenue.
The meeting was adjourned at 8:15 PM.
