The public will be given an opportunity speak on each agenda item when it is called.  Upon being recognized by the Mayor, please state your name and address, and limit your oral statement to no more than three minutes.  The Council welcomes comments and questions raised by interested citizens but typically does not respond during the comment period.

 CLOSED SESSION

1.     CONFERENCE WITH LABOR NEGOTIATORS (Gov. Code Section 54957.6)
Agency designated representatives: Craig Middleton

Meeting was called to order in open session at 6:34 P.M. No reportable action was announced from the Closed Session.


Council Members interviewed Julianne Schaefer for the open position on the Belvedere-Tiburon Joint Recreation Committee and Connie Wiley and Robert Griffin for the open position on the Historic Preservation Committee.


 OPEN FORUM
This is an opportunity for any citizen to briefly address the City Council on any matter that does not appear in this agenda.  Upon being recognized by the Mayor, please state your name, address, and limit your oral statement to no more than three minutes.  Matters that appear to warrant a more lengthy presentation or Council consideration will be agendized for further discussion at a later meeting.

REPORTS & PRESENTATIONS

3.     City Council Reports.
Council Members gave their reports.

4.     City Manager Reports.
        A.      Award of Government Finance Officers Association (GFOA) Distinguished Budget Presentation Award to the City of Belvedere and Certificate of Recognition for Budget Presentation to the Administrative Services Manager.
City Manager gave a report.

 CONSENT CALENDAR
The Consent Calendar consists of items that the City Council considers to be non-controversial.  Unless any item is specifically removed by any member of the City Council, staff, or audience, the Consent Calendar will be adopted by one motion.  Items removed will be considered in the sequence as they appear below.  If any member of the audience wishes to have an item removed, please step to the microphone, state your name, and indicate the item.

5.      Approve minutes of the following meetings:
         A.     October 8, 2018, regular.
         B.     October 9, 2018, special.
  - minutes approved.

6.      Approve warrants of October 2018.  - warrants approved.

7.      Approve amendments to the City of Belvedere Administrative Policy Manual to add new Financial and Purchasing policies and procedures.  - Financial and Purchasing policies approved.

8.      Adopt resolution changing the name of Eucalyptus Lane to Golden Gate Lane.  - resolution changing name approved.

9.      Approve revocable license for private improvements in the public right-of-way in front of 81 Belvedere Avenue. Property Owner: Melissa and Patrick Feder Revocable Trust.  - revocable license approved with added condition that the proposed trash enclosure will not impede the use of the public parking space.

 INDIVIDUAL CONSENT CALENDAR ITEMS
Individual Consent Calendar Items are considered non-controversial but require individual motions for approval due to necessary recusals.

10.      Approve revocable license for private improvements in the public right-of-way in front of 241 Bayview Avenue. Property Owner: John Michael and Kathryn Ione Bishop 2016 Trust.  - revocable license approved with a revised description of improvements in the right-of-way and an added condition that the proposed fence be located two feet back from the top of the existing retaining wall.

PUBLIC HEARINGS

11.     Code violation Administrative Enforcement hearing for 89 Bellevue Avenue, APN 060-105-96.
Staff recommendation: That the Council conduct a public hearing and adopt a resolution issuing an Administrative Order to correct all Code violations at the property, impose penalties, and impose administrative costs including attorney’s fees pursuant Belvedere Municipal Code Chapter 1.14.

Resolution adopted issuing an Administrative Order to correct all code violations at the property within 120 days, to impose penalties retroactive to 1/1/2019 if the corrective actions are not completed, and for staff to return in 120 days with nuisance abatement proceedings if corrective actions are not completed.

OTHER SCHEDULED ITEMS

12.    Consider appointments to the Historic Preservation Committee and the Belvedere-Tiburon Joint Recreation (The Ranch) Committee.
Staff recommendation: Discuss applicants and make an appointment.

Julianne Schaefer was appointed to the Belvedere-Tiburon Joint Recreation Committee and Connie Wiley was appointed to the Historic Preservation Committee.
