This is an opportunity for any citizen to briefly address the City Council on any matter that does not appear in this agenda.  Upon being recognized by the Mayor, please state your name, address, and limit your oral statement to no more than three minutes.  Matters that appear to warrant a more lengthy presentation or Council consideration will be agendized for further discussion at a later meeting.

 CONSENT CALENDAR
The Consent Calendar consists of items that the City Council considers to be non-controversial.  Unless any item is specifically removed by any member of the City Council, staff, or audience, the Consent Calendar will be adopted by one motion.  Items removed will be considered in the sequence as they appear below.  If any member of the audience wishes to have an item removed, please step to the microphone, state your name, and indicate the item.

4.    Approve minutes of the December 10, 2018, regular meeting.
  - minutes approved.

5.    Approve warrants of December 2018.  - warrants approved.

6.    Approve appointment of Robert Heller to the Citizens’ Flood Zone Committee.  - appointment approved.

7.    Adopt a resolution approving a City staff reorganization plan including the elimination of the Administrative Clerk, Department Secretary I, Department Secretary II, and Police Secretary position classifications and the establishment of the Project Manager, Office Coordinator, and Planning & Building Technician position classifications; and setting the monthly salary rates for those new positions.  - Item continued to the following meeting.

8.    Adoption of an ordinance amending Title 19, “Zoning,” of the Belvedere Municipal Code regarding the measurement of height in the R-1L and R-2 Zoning Districts. - Ordinance adopted.

9.    Approve revocable licenses for private improvements in the public right-of-way in front of 399, 401, 415 & 419 Belvedere Avenue. Property Owners: 401 Belvedere Corporation and Peggy Homestead Trust etal.
  - Revocable licenses approved.

10.    Approve revocable licenses for private improvements in the public right-of-way in front of 285 Bayview Avenue. Property Owners: Zackary T Taylor & Mathew C Lundberg. - Revocable license approved.

11.    Award Contract for the Beach Road Seawall Stabilization Project. - Contract awarded.


PUBLIC HEARINGS

12.   
Introduction and first reading of an ordinance amending Title 3, “Revenue and Finance,” of the Belvedere Municipal Code, regarding Purchasing, Claims and Warrants. The purpose of said ordinance amendments is to bring these sections of the Code into compliance with California State Law and current practice, to align with Belvedere Administrative Policy Manual, to change the $250 threshold for second signature of warrants to the threshold set by the Belvedere Administrative Policy Manual; and to expand the language defining a warrant to include electronic payments.
Staff recommendation: Approve the introduction and waive future reading of the ordinance.
 - Introduction and first reading of the ordinance approved, future reading waived.
