OPEN FORUM
This is an opportunity for any citizen to briefly address the City Council on any matter that does not appear on this agenda.  Upon being recognized by the Mayor, please state your name, address, and limit your oral statement to no more than three minutes.  Matters that appear to warrant a more lengthy presentation or Council consideration will be agendized for further discussion at a later meeting.

3.         Interim City Manager Reports.
            A.        Review and approve response to Marin Grand Jury Report “Pre-Schoolers Learn to Share—Can Local Governments?”  
 
4.         Presentation by Marin Transit re. Tiburon Transit Needs Assessment. 

CONSENT CALENDAR
The Consent Calendar consists of items that the City Council considers to be non-controversial.  Unless any item is specifically removed by any member of the City Council, staff, or audience, the Consent Calendar will be adopted by one motion.  Items removed will be considered in the sequence as they appear below.  If any member of the audience wishes to have an item removed, please step to the microphone, state your name, and indicate the item.

5.         Approve minutes of City Council meetings:
            A.        July 9, 2012, regular.
            B.        July 17, 2012, special.

6.         Approve warrants of July 2012.  

7.         Adopt resolution designating signatories for the City of Belvedere’s WestAmerica Bank operating and payroll accounts and authorizing transfers from one account to the other. 

8.         Approve revocable license for private improvements in the Bella Vista and Bayview Avenue street rights-of-way at 130 Bella Vista Avenue.  Owner:  Walker Family Trust. 

9.         
Approve revocable license for private improvements in the City street right-of-way at 333 Belvedere Avenue.  Owners:  Clark and Sharon Winslow. 

10.      
Authorize the Interim City Manager to sign a contract with Peckham & McKenney for executive search services for the recruitment of a city manager.

11.       Approve amendments to the Mill Valley Refuse Services Franchise Agreement approved by the City Council on April 9, 2012, and made effective July 1, 2012.   50 MB file

INDIVIDUAL CONSENT CALENDAR ITEMS
Individual Consent Calendar Items are considered non-controversial but require individual motions for approval due to necessary recusals.

12.       Approve submission of ballot in favor of the proposed assessment of City-owned Parcel No. 060-241-26 as part of the proposed Pine Avenue Utility Undergounding Assessment District.

13.       Approve revocable license for private improvements in the City street right-of-way at 300 San Rafael Avenue. Owner:  Donald Jesberg and Eugenia Jesberg Trust.  

PUBLIC HEARING

14.       A public hearing to determine whether the public necessity, health, safety or welfare require the removal of poles, overhead wires and related structures and the underground installation of wires and facilities for the Pine Avenue Utility Undergrounding Assessment District.
