The public will be given an opportunity speak on each agenda item when it is called.  Upon being recognized by the Mayor, please state your name and address, and limit your oral statement to no more than three minutes.  The Council welcomes comments and questions raised by interested citizens but typically does not respond during the comment period.

 OPEN FORUM
This is an opportunity for any citizen to briefly address the City Council on any matter that does not appear in this agenda.  Upon being recognized by the Mayor, please state your name, address, and limit your oral statement to no more than three minutes.  Matters that appear to warrant a more lengthy presentation or Council consideration will be agendized for further discussion at a later meeting.

 CONSENT CALENDAR
The Consent Calendar consists of items that the City Council considers to be non-controversial.  Unless any item is specifically removed by any member of the City Council, staff, or audience, the Consent Calendar will be adopted by one motion.  Items removed will be considered in the sequence as they appear below.  If any member of the audience wishes to have an item removed, please step to the microphone, state your name, and indicate the item.

3.     Approve minutes of the June 10, 2019, regular meeting.
Minutes approved.

4.     Approve warrants of June 2019.
Warrants approved.

5.     Approve amendment to the City Manager employment agreement.
City Manager's amended employment agreement approved.

6.     Adoption of an ordinance amending Belvedere Municipal Code Sections 20.04.035, “Time limits for construction,” to remove the cap on penalty fines for projects which exceed their established time limit, and 20.04.050, “Effect of noncompliance—Structures deemed public nuisance—Retroactive approval—Abatement authority,” to clarify the retroactive design review process.
Ordinance adopted.

7.     Adoption of an ordinance amending Belvedere Municipal Code Chapter 2.10, “Municipal Elections,” to change the regularly scheduled Council election date from the statewide primary to the first Tuesday after the first Monday in November of each even-numbered year.
Ordinance adopted.

8.     Approve response to Marin County Grand Jury report titled “Wildfire Preparedness: A New Approach.”
Grand Jury response approved.

9.     Approve response to Marin County Grand Jury report titled “Vaping: An Under-the-Radar Epidemic.”
Grand Jury response approved.

10.    Approve revocable license for private improvements in the public right-of-way in front of 20 Peninsula Road. Property Owner: The Stoehr Family Trust.   
Revocable license approved.


PUBLIC HEARING

11.    Conduct a public hearing regarding the Golden Gate/Belvedere Utility Undergrounding Assessment District to allow public testimony and to determine whether the public necessity, health, safety, or welfare require the removal of poles, overhead wires and related structures and the underground installation of wires and facilities; tabulate the Undergrounding District ballots; if a weighted majority of ballots are in support of the Undergrounding District, then consider adoption of a resolution confirming assessments or abandoning proceedings. 

A weighted majority of the ballots supported undergrounding the district and the council adopted a resolution confirming the assessments.



COUNCIL REORGANIZATION

12.      City Council reorganization.
           A.      Consider adjusting the terms of the upcoming Mayor and Vice Mayor given the potential change in elections dates.
           B.       Election of Mayor. - Council Member Nancy Kemnitzer selected as Mayor.
           C.       Election of Vice Mayor. - Council Member James Campbell selected as Vice Mayor.
           D.       Presentation to outgoing Mayor and remarks by Council Members.
