Community Choice Aggregation
|
|
What?
Community Choice Aggregation (CCA) is all about giving Marin residents and businesses the power to choose cost-effective renewable resources over fossil fuel resources and more control over the generation sources of electricity vital to sustaining our local economy.
A CCA can help create long-term price stability, promote locally-owned clean distributed generation, increase jobs and keep our energy dollars in the community. It can also help us reduce our greenhouse gas emissions and take responsible pragmatic actions toward becoming sustainable communities.
Under California's CCA law adopted in 2002, the cities and County of Marin are studying the feasibility of creating a Marin Power Authority (MPA) to achieve these goals. PG&E, who supports the creation of CCAs, would still own and maintain the transmission and distribution system, and provide billing services. However, we would be able to choose the resources and facilities that provide our power. As a public agency, the MPA can operate less expensively than PG&E by using public low-interest tax-exempt financing to own our own generation, and through the lack of shareholder profits and income tax. The MPA would be a public-private partnership with access to the same expertise and new generation opportunities plus the advantage of working in collaboration with existing municipal utilities and associations.
Following consideration of a feasibility study and other favorable findings, the County of Marin and the eleven cities within the county decided to jointly develop a comprehensive business plan that would address issues not included within the feasibility study scope and to confirm the study's findings in certain key respects. The communities formed a Marin CCA Local Government Task Force with elected and staff representatives from each jurisdiction. A Stakeholders Advisory group with representatives from a wide range of ratepayer classes and interest groups, and a Technical Advisory Group of local experts have convened to advise the Task Force. The buisness plan is expected to be completed by the end of 2007 adn the Task Force is expected to make its recommendations in early 2008.
For more information on CCA and the activities of the Task Force, visit the County website.
