 CONSENT CALENDAR
The Consent Calendar consists of items that the City Council considers to be non-controversial.  Unless any item is specifically removed by any member of the City Council, staff, or audience, the Consent Calendar will be adopted by one motion.  Items removed will be considered in the sequence as they appear below.  If any member of the audience wishes to have an item removed, please step to the microphone, state your name, and indicate the item.

4.     Approve minutes of the January 14, 2019, regular meeting.

5.     Approve warrants of January 2019.

6.     Fiscal Year 2018-2019 mid-year budget review.

7.     Approve amendments to Belvedere Administrative Policy 9.27, “Vacation Leave.”

8.     Adopt a resolution approving a City staff reorganization plan including the elimination of the Administrative Clerk, Department Secretary I, Department Secretary II, and Police Secretary position classifications and the establishment of the Project Manager, Office Coordinator, and Planning & Building Technician position classifications; and setting the monthly salary rates for those new positions. (Continued from January 14, 2019)

9.     Adoption of an ordinance amending Title 3, “Revenue and Finance,” of the Belvedere Municipal Code regarding purchasing, claims, and warrants.


 INDIVIDUAL CONSENT CALENDAR ITEMS
Individual Consent Calendar Items are considered non-controversial but require individual motions for approval due to necessary recusals.

10.     Approve revocable license for private improvements in the public right-of-way in front of 270 Beach Road. Property Owner: James Haynes and Hollie Moore Haynes. (Continued from July 9, 2018)

11.     Approve revocable license for private improvements in the public right-of-way in front of 101 Bella Vista Avenue. Property Owner: The Denniston Living Trust et al.


PUBLIC HEARINGS

12.     Appeal of a Planning Commission decision made on January 15, 2019, granting Design Review and Conditional Use Permit for the property located 121 Belvedere Avenue. Appellant: Attorney Christopher Johns representing INJ LLC and its Managing Agent, Anthony Piazza, of 125 Belvedere Avenue. Property Owner: David McClosky.
Staff recommendation: That the City Council adopt a resolution denying the appeal and upholding the decision of the Planning Commission approving Design Review and a Conditional Use Permit for the property located at 121 Belvedere Avenue.



OTHER SCHEDULED ITEMS

13.     Update from Mill Valley Refuse Service on a status report of the dual-stream recycling pilot program in the City of Belvedere.
Staff recommendation: Receive the report from Mill Valley Refuse Service.

14.     Consider a request from the Richardson’s Bay Regional Agency (RBRA) for a contribution of $7,000 to fund 2019 Bathymetric and Eelgrass surveys in Richardson’s Bay to inform the RBRA’s Mooring Feasibility and Planning study.
Staff recommendation: Authorize a contribution of $7,000 towards the surveys.
