The public will be given an opportunity speak on each agenda item when it is called.  Upon being recognized by the Mayor, please state your name and address, and limit your oral statement to no more than three minutes.  The Council welcomes comments and questions raised by interested citizens but typically does not respond during the comment period.

 OPEN FORUM
This is an opportunity for any citizen to briefly address the City Council on any matter that does not appear in this agenda.  Upon being recognized by the Mayor, please state your name, address, and limit your oral statement to no more than three minutes.  Matters that appear to warrant a more lengthy presentation or Council consideration will be agendized for further discussion at a later meeting.


REPORTS & PRESENTATIONS

1.    Presentation from Marin Municipal Water District (MMWD) on “Community-Partner Update: Infrastructure, Water Quality, Environment, Conservation and Communications.”

2.    City Council reports.

3.    City Manager reports.

 CONSENT CALENDAR
The Consent Calendar consists of items that the City Council considers to be non-controversial.  Unless any item is specifically removed by any member of the City Council, staff, or audience, the Consent Calendar will be adopted by one motion.  Items removed will be considered in the sequence as they appear below.  If any member of the audience wishes to have an item removed, please step to the microphone, state your name, and indicate the item.

4.    Approve minutes of the September 10, 2018, regular meeting.

5.    Approve warrants of September 2018.

6.    Adopt an ordinance amending Titles 19 and 20 of the Belvedere Municipal Code regarding fencing regulations as recommended by the Deer Fencing Task Force Committee.

7.    Adopt an ordinance adding Chapter 2.10, “Municipal Elections,” to the Belvedere Municipal Code.

8.    Authorize submission of an application to the World Health Organization’s Global Network of Age-friendly Cities and Communities.


 INDIVIDUAL CONSENT CALENDAR ITEMS
Individual Consent Calendar Items are considered non-controversial but require individual motions for approval due to necessary recusals.

9.    Award contract, subject to Bond Purchase Agreement signature, for the Acacia/Laurel Utility Undergrounding Assessment Project to Michael Paul Company, the lowest responsible bidder.

10.    Approve revocable license for private improvements in the public right-of-way in front of 333 Bella Vista Avenue. Property Owner: California Northern 2914 Trust.


OTHER SCHEDULED ITEMS

11.    Adopt a resolution authorizing issuance of limited obligation improvement bonds and approving related actions for the Acacia/Laurel Utility Undergrounding Assessment District.
Staff recommendation: Adopt the resolution authorizing issuance of limited obligation improvement bonds.

12.    Review the proposed design for Phase I of the Beach Road Seawall Stabilization Project and consider a resolution declaring a local emergency and authorizing the procurement of materials and labor without competitive bidding.
Staff recommendation: Consider the proposed design and adopt the emergency resolution.
