2.    “Greenhouse Gas Inventory for Community Emissions (2016) and Government Operations Emissions (2015)” presentation by Christine O’Rourke.

 CONSENT CALENDAR
The Consent Calendar consists of items that the City Council considers to be non-controversial.  Unless any item is specifically removed by any member of the City Council, staff, or audience, the Consent Calendar will be adopted by one motion.  Items removed will be considered in the sequence as they appear below.  If any member of the audience wishes to have an item removed, please step to the microphone, state your name, and indicate the item.

5.     Approve minutes of the November 13, 2018, regular meeting.

6.     Approve warrants of November 2018.

7.     Accept annual audit for the City of Belvedere.

8.     Approve amendments to the City of Belvedere Administrative Policy Manual to revise the City’s Personnel policies and procedures.

9.     Confirm reappointment of Mayor Robert McCaskill and Council Member Claire McAuliffe as Belvedere’s Primary Directors on the Tiburon Peninsula Traffic Relief JPA and appoint City Manager Craig Middleton as the Alternate Director.


PUBLIC HEARINGS

10.      Introduction and first reading of an ordinance amending Title 19, “Zoning,” of the Belvedere Municipal Code regarding the measurement of height in the R-1L and R-2 Zoning Districts including amendments clarifying that height is measured from the highest point of the structure to Base Flood Elevation (plus one foot of freeboard) only when the structure is to undergo a “substantial improvement” subject to increased FEMA height requirements and that projects that do not constitute a “substantial improvement” are measured from existing grade.
Staff recommendation: Approve the first reading of the ordinance and waive future reading of the ordinance in its entirety.


11.      Introduction, consideration, and adoption of an urgency ordinance to become effective immediately upon a 4/5 vote of the City Council, adding Chapter 19.94, “Wireless Telecommunication Facilities,” to Title 19, “Zoning,” and adding amendments to the Belvedere Administrative Policy Manual regarding the regulation of Wireless Telecommunication Facilities.
Staff recommendation: Conduct the public hearing and adopt the urgency ordinance by a 4/5 vote and approve the resolution adding Chapter 327, Wireless Telecommunication Facilities, to the Belvedere Administrative Policy Manual.



OTHER SCHEDULED ITEMS

12. Approve decision of the Citizen of the Year Committee.
Staff recommendation: Approve the decision.
