From the City Manager

gavelAt the October 13 City Council meeting, two items will be discussed that will affect all Belvedere residents. The first is a public hearing on a proposal to adjust the Mill Valley Refuse Service (MVRS) rate schedule to eliminate the “hill” and “flat” differential that has existed for years. It may not be widely known that MVRS customers who live in the areas designated “hill” (in general, Corinthian and Belvedere Islands) have always paid a higher rate to have their trash collected than those that live in the areas designated “flat” (mostly the Lagoon). Although there may have been a legitimate reason way back when to charge different rates for different areas of the City, according to MVRS that reason no longer exits. The Council is interested in eliminating what may be characterized as a subsidy paid by “hill” area customers that benefits “flat” area customers. The adjusted rate schedule that the Council will consider in October will increase the trash collection charge for properties that have been paying “flat” rates and will decrease the monthly charge for those that pay “hill” rates.

The other significant issue to be considered at that meeting is the question of whether to install Automated License Plate Reader (ALRP) cameras at two entrances to Belvedere. The Council will discuss how the data captured on those cameras is used and will be able to compare the cost and features of two different systems currently in use in Marin County.

Background information on both these issues will be available on the City’s website the Thursday (October 9) before the meeting. The City Council welcomes your comments and participation, either in person or by email or phone.

Housing Element Community Meeting
Tuesday, September 30, 2014
5:30 - 7:30 PM, Belvedere City Hall
Housing Element Update
California law mandates that local governments adequately plan to meet the existing and projected housing needs of all economic segments of its community by preparing a Housing Element. Belvedere's current Housing Element was adopted in 2010 and must be updated for the next planning period of 2015-2023.

The first community meeting on Belvedere's Housing Element Update has been scheduled for Tuesday September 30, 2014, from 5:30 to 7:30 PM. The purpose of the meeting is to provide residents and interested persons an opportunity to talk about needs and strategies for housing in Belvedere.

For more information, please visit Belvedere's Housing Element Update website.

Three Feet for Safety Act
Bicycle
On September 16, 2014, a new law went in to effect requiring drivers to give bicyclists 3 feet of room while passing, known as the "Three Feet for Safety Act."

On the narrow streets of Belvedere, this new law poses some enforcement challenges. Drivers should be aware that they are not authorized to cross a double yellow line to pass a bicyclist on the roadway. Bicyclists should ride as closely to the right side of the road as possible, and should stay in a single file line when riding in a group. Drivers should be patient and wait until there is a safe and legal area to pass. The goal is for motorists and bicyclists to share the road.

The California Bicycle Coalition offers a list of frequently asked questions about the new law here.

Tiburon Half Marathon & 5K
Sunday, October 5, 2014
7:00 AM - 12:00 PM

Tiburon Half Marathon
The Ranch is once again sponsoring a half marathon and 5K race on Sunday, October 5. Both courses will begin on Juanita Lane (behind Shark's Deli) and loop through Main Street and downtown Tiburon before heading down the multi-use trail towards Blackie's pasture. Runners participating in the half marathon route will run out to Strawberry before returning back to Tiburon and finishing in the Boardwalk Shopping Center parking lot.

Delays are expected at Beach Road and Main Street from 6 to 7 AM. Corinthian Island residents should expect significant delays leaving their home by car from 7 AM when the half marathon starts until 8 AM when the 5K runners will be past Main Street.

Delays are also expected at San Rafael Ave. & Tiburon Blvd. and Cove Rd & Lagoon Rd. from 7 to 10 AM as runners cross the intersections. There will be police officers and volunteers controlling traffic during the crossing at San Rafael Ave. & Tiburon Blvd. They will do their best to accommodate drivers while keeping runners safe. Use Beach Rd. to exit Belvedere after 8 AM to avoid delays on San Rafael Ave.
