Meeting was called to order at 5:30 PM and adjourned to closed session.

6:30 PM RECONVENE IN OPEN SESSION IN COUNCIL CHAMBERS
PLEDGE OF ALLEGIANCE
Meeting was reconvened in the Council Chambers at 6:30 PM. Building Official
Banvard, Director of Planning and Building Borba, Administrative Services
Director Eastman, City Clerk Foulis, Deputy City Attorney Longfellow, and
Public Works Manager Zadnik joined the meeting.
Mayor Campbell lead the Pledge of Allegiance.
Mayor Campbell announced that no reportable actions were taken in the closed
session.
This is an opportunity for any citizen to briefly address the City Council on any matter that does not appear in this agenda. Upon being recognized by the Mayor, please state your name, address, and limit your oral statement to no more than three minutes. Matters that appear to warrant a more lengthy presentation or Council consideration will be agendized for further discussion at a later meeting.

2. Presentation by Angie Nakano, Scientific Program Manager of the Marin-Sonoma Mosquito and Vector Control District, on Lyme disease ecology and tick bite prevention.
Angie Nakano, Marin-Sonoma Mosquito and Vector Control District, provided a presentation to the Council on ticks and Lyme disease. The presentation is available to view here. There were 7 speakers from the public.
3. City Council Reports.
Council Members Kemnitzer and McAuliffe gave reports.
4. City Manager Reports.
The City Manager introduced new Public Works Manager Robert Zadnik.
The Consent Calendar consists of items that the City Council considers to be non-controversial. Unless any item is specifically removed by any member of the City Council, staff, or audience, the Consent Calendar will be adopted by one motion. Items removed will be considered in the sequence as they appear below. If any member of the audience wishes to have an item removed, please step to the microphone, state your name, and indicate the item.

5. Approve minutes of the following:
A. September 12, 2016, regular City Council meeting. - Approved minutes.
B. September 21, 2016, special City Council meeting. - Approved minutes.
6. Approve warrants of September 2016. - Approved warrants.
7. Adoption of an ordinance of the City of Belvedere amending Chapter 8.18, “Smoking and Tobacco Regulations,” of the Belvedere Municipal Code.
- Adopted ordinance.
8. Adoption of an ordinance of the City of Belvedere adding Chapter 9.70, “Regulation of Firearms,” to the Belvedere Municipal Code to regulate handgun storage requirements. - Adopted ordinance.
9. Adoption of an ordinance of the City of Belvedere amending Section 3.28.080, “Fire service tax rate,” of the Belvedere Municipal Code to exempt Junior Second Units from the City’s fire service tax.
- Adopted ordinance.
10. Approve a budget amendment in the amount of $8,755 to purchase a replacement vehicle for the Police Department.
- Approved budget amendment.
11. Adopt resolution in opposition of Proposition 53 which would require statewide voter approval prior to the state issuing or selling any revenue bonds of $2 billion or more for state projects that are financed, owned, operated or managed by the state or a joint agency created by or for the state.

12. Adopt resolution in support of Proposition 54 which would prohibit the Legislature for passing legislation unless it has been in print and published online for at least 72 hours prior to the vote, unless it is a case of public emergency, and require recordation of Legislature proceedings.

13. Appoint Mayor Campbell to the Marin County Council of Mayors and Councilmembers (MCCMC) Homeless Committee.

14. Approve revocable license for private improvements in the public right-of-way in front of 303 San Rafael Avenue. Property Owner: Nicholas C. Weiksner.
- Approved revocable license.
15. Approve revocable license for private improvements in the public right-of-way in front of 9 North Point Circle. Property Owner: Seid Lin Family Trust.
- Approved revocable license.
16. Selection of an executive recruiter for City Manager search.
Staff recommendation: Review proposals and identify preferred recruiter.
The
Council unanimously approved a motion to hire Ralph Andersen & Associates to assist in the recruitment of a new City Manager.
17. Consider appointments to various positions on City committees and commissions.
Staff recommendation: Discuss applicants and make appropriate appointments.
The
Council unanimously appointed Melissa Feder to the open position on the Belvedere-Tiburon Joint Recreation Committee.
The meeting was adjourned at 7:36 PM
