Citizen of the Year Nominations
Nominations Due in November
Nominations for the 2011 Citizen of the Year and Citizen Emeritus will be due November 21 by 4:30 pm. Forms are available in the City's Fall 2011 Bella Belvedere print newsletter and via the City's website or the newsletter link below.
December Meetings
The next regular scheduled meeting for the Planning Commission is November 15. There is no regular meeting set for December; however, the Commission will meet at an Adjourned Meeting on December 7 to discuss flood zone land use recommendations from the Ad Hoc Planning Commission Committee. This will be the first time that the Commission will discuss the recommendations from both the Flood Committee and the Ad Hoc Planning Commission Committee. While it is not a Public Hearing, the meeting is a Public Meeting and comments from the public are more than welcome!
The path for the flood zone land use changes flows from this Adjourned Planning Commission Meeting to a regular meeting in January to discuss the same and gather additional public input and then to the City Council in February or March. The present recommendation, as advised at last night's Flood Zone Committee Meeting, is for those properties in the Flood Zone, to move their new height/elevation measure baseline to the 9' FEMA NAVD line. All other zoning parameters would be addressed through the design review process.
Your input is important, plan to attend either the December 7 or the January regular meeting of the Planning Commission. For more information on the City's Flood Zone issues, visit the City's Flood Zone Resources webpage where issues such as current status, insurance, and more are discussed directly and via links at the bottom of the page.
Annual Town Meeting
Meeting Set for January 23, 2012
The Annual Town Meeting is set for January 23, 2012 at 7 pm. Mark you calendars! In addition to the Citizen of the Year and Citizen Emeritus Awards, there will be a State of the City presentation by the Mayor and City Manager. Of keen interest by then will be the Land Use Recommendations from the Planning Commission to the City Council on changes to development standards applicable to properties in the FEMA Flood Zone.
Also scheduled prior to the Town Hall Meeting will be an unveiling of the new Electric Vehicle Charging Stations set to be installed in November/December.
Sincerely,
George Rodericks
City Manager

Winter Waterbird Surveys & Volunteer Opportunities
Richardson Bay Audubon Center
The Belvedere Community Foundation just issued a $5,000 grant to Richardson Bay Audubon Center and Sanctuary for their annual waterbird surveys. The Audubon group conducts land-based surveys from five viewing points on the Sanctuary perimeter from Strawberry Point to Blackie's Pasture to San Rafael Avenue in Belvedere. All individual birds within the Sanctuary are identified, counted, and their behavior is recorded twice a month over a 6-month period.
If you are interested in volunteering as a birder (experience required) or a scribe (no experience required), please contact Kerry Wilcox, kwilcox@audubon.org, (415) 388-2524, ext 101. Let them know that you were referred by the Belvedere Community Foundation.

MMWD Completes Year 14 of the Fire Flow Master Plan
Fiscal Year 2010-2011 saw the successful completion of Year 14 of the 15-year Fire Flow Master Plan. The plan was initiated in 1997-98 to increase the water system's ability to provide more water for fire protection and to strengthen the system to withstand the impacts of an earthquake.
In the last fiscal year, a total of 19,300 feet (3.65 miles) of pipe was installed in San Rafael, Mill Valley and Greenbrae as well as on the Mt. Tamalpais Watershed. In recent years, MMWD has replaced pipeline in Belvedere as part of the Plan - along Lagoon Road and Belvedere Avenue in particular. Since the program's existence, a total of 70 miles of larger pipe and 750 new or larger fire hydrants have been installed in all 10 towns and cities in MMWD's 147-square-mile service area as well as in unincorporated areas.
The Fire Flow Master Plan is funded by a $75 per parcel annual fee that is collected with property taxes.
