CITY OF BELVEDERE
NOTICE OF PUBLIC HEARING
NOTE: This is not an agenda. The agenda will be posted and available the Friday before the meeting.

NOTICE IS HEREBY GIVEN that on Tuesday, August 21, 2012 at 6:30 p.m., the Planning Commission of the City of Belvedere will hold a regular meeting at 450 San Rafael Avenue, Belvedere, California, to consider actions including the following:

1. Demolition, Design Review, Exception to Total Floor Area, Variance, and Revocable License for removal of an existing two-car garage and construction of a new three-car garage to serve an existing residence at 402 Golden Gate Avenue. Variance is for increase to non-conforming lot coverage. CEQA status: categorically exempt pursuant to Section 15303, New Construction of Conversion. Property Owner: Christina Ratliff. Applicant: Hunter Architecture.

2. Demolition, Design Review, Exception to Total Floor Area, Second Unit, and Revocable License applications associated with the removal of more than 50% of existing walls, roof and openings of an existing 3,214-square-foot residence constructed in 1962 from plans by Aaron Green, and construction of a new 8,530 square-foot residence located at 1 Belvedere Avenue. Project includes new landscaping and removal of existing trees. Property Owner: Mark Pirie. Applicant: Jon Peterson, Design Conspiracy.

3. Design Review and Revocable License for construction of a vehicle gate within the Belvedere Avenue public right-of-way adjacent to the parking deck at 333 Belvedere Avenue. CEQA status: categorically exempt pursuant to Section 15303, New Construction or Conversion. Applicants and Property Owners: Clark and Sharon Winslow.

4. Variance from Section 19.48.190 of the Belvedere Municipal Code to permit a fence taller than 6 feet located within a required side yard location as shown in a landscape plan previously approved by the Planning Commission on March 21, 2012 by means of Resolution 2012-028, for property at 208 San Rafael Avenue. CEQA status: categorically exempt pursuant to Section 15303, New Construction or Conversion. Applicant and Property Owner: Jane Dudley.

5. Design Review and Revocable License for remodel of an existing 2,113-square-foot residence and construction of an approximately 500-square-foot addition to create a new two-car garage for property at 210 San Rafael Avenue. Construction includes the removal of three existing Elm trees, new windows, skylights, rear yard deck, and entry features, including new fences, paving, landscaping and arbor. CEQA status: categorically exempt pursuant to Section 15301, Existing Facilities. Property Owner: Scarborough Trust. Applicant: Gaylon Gregg, RA.

6. Design Review and Exception to Total Floor Area for changes to architectural and landscape plans for property at 39 Belvedere Avenue, previously approved by the Planning Commission on February 16, 2010 by means of Resolutions 2010-004 and 2010-005. Changes include removal of existing Oak tree, conversion of crawlspace to storage area, 500-square-foot increase to permitted floor area, new master bedroom addition, reduction of approved tree size at time of planting, and new skylights, doors, windows, and landscaping. CEQA status: categorically exempt pursuant to Section 15303, New Construction or Conversion. Property Owner: 39 Belvedere LLC. Applicant: Adam Rouse, Aidlin Darling Design.

7. Retroactive Variance and Design Review for changes to plans approved administratively on October 4, 2011, June 20, 2011, and January 6, 2012 for property at 57 West Shore Road, including a side yard fence greater than 6 feet tall (approximately 8 feet in total height) and privacy panel wall greater than 6 feet within a required setback. Plans include new landscape lighting. CEQA status: categorically exempt pursuant to Section 15301, Existing Facilities. Property Owner: Conway Family Trust. Applicant: D.J. Johns.

NOTICE IS HEREBY FURTHER GIVEN that at the above time and place, all letters received will be noted, and all interested parties will be heard. Please note that if you challenge in court any of the matters described above, you may be limited to raising only those issues you or someone else raised at the public hearing described in this notice, or in written correspondence delivered to the Planning Commission at, or prior to, the above-referenced public hearing [Government Code Section 65009(b)(2)]. Correspondence will be received up to the start of the meeting. Please submit any correspondence by August 9, 2012 for inclusion in the staff report distributed to the Commission before the meeting. Items will not necessarily be heard in the above order, nor, because of possible changes or extenuating conditions, be on the actual agenda. For additional information, please contact City Hall.
