Like most municipalities in California, Belvedere operates a salary "step system" for all employees except the City Manager. Based on performance, employees can move up a step and earn a 5% merit increase each year until they reach Step E. Thereafter, real salaries are capped unless the employee is promoted to a new position.
Step employees are also eligible for an annual cost of living adjustment (COLA). A multi-year COLA is negotiated by the Belvedere Police Officers' Association (BPOA) as part of its collective bargaining agreement with the City. These agreements typically last two to three years. Non-represented employees typically enjoy the same COLA as that negotiated by BPOA.
Belvedere does regular salary surveys to ensure its salaries and benefits remain competitive.
