NOTICE IS HEREBY GIVEN that on Tuesday, August 18, 2015 at 6:30 p.m., the Planning Commission of the City of Belvedere will hold a regular meeting at 450 San Rafael Avenue, Belvedere, California, to consider actions and reports including the following:
1. Annual Report pursuant to California Government Code Section 65400(a)(2) on implementation of the existing City Belvedere Housing Element. Applicant and Property Owner: Citywide.
2. Consideration of Proposed Amendments to the Belvedere Municipal Code, including amendments to Title 16, Buildings and Construction, and to Title 20 Architectural and Environmental Design Review. The City of Belvedere strongly encourages the construction of solar energy improvements. Furthermore the California Legislature recently adopted Assembly Bill 2188 which requires that every city and county must adopt an ordinance that creates an expedited process for permitting applications for small residential rooftop solar energy systems by September 30, 2015. The purpose of said amendments of the City of Belvedere Municipal Code is to implement programs to further enhance the already expedited building permit process for these systems, and to demonstrate compliance with Assembly Bill 2188.
3. Design Review, Demolition, Floor Area Exception, Variance and Revocable License applications to demolish the existing single family dwelling. The project proposes to construct a new 2,854 square feet, one story residence with attached garage and other site improvements, including a new entry gate, driveway gate, fencing and landscaping. The project includes a Variance approval to allow for total lot coverage of 41.9% where 30% is permitted. The project also includes a Floor Area Exception to allow for 2,854 square-feet where 1,952 square feet is permitted at 405 San Rafael Avenue. 4. Design Review, Demolition, Floor Area Exception, Four Variances, and Revocable License applications to renovate the existing two-story home and car port. The existing residence is 2,314 square feet and the proposed remodel reduces the residence to 2,298 square feet. Site improvements include converting the existing carport into an attached garage, front and rear yard landscaping, front yard fence and gate, new spa and patio at 26 Cove Road. The project includes four Variances, one to encroach into the side yard setback, one to encroach into the rear yard setback, one to allow one parking space where two are required, and one to allow 43.9% lot coverage where 40% is allowed. The project also includes a Floor Area Exception to allow for 3,134 square feet where 2,617 square feet is permitted. NOTICE IS HEREBY FURTHER GIVEN that at the above time and place, all letters received will be noted, and all interested parties will be heard. Please note that if you challenge in court any of the matters described above, you may be limited to raising only those issues you or someone else raised at the public hearing described in this notice, or in written correspondence delivered to the Planning Commission at, or prior to, the above-referenced public hearing [Government Code Section 65009(b)(2)]. Correspondence will be received up to the start of the meeting. Please submit any correspondence by August 11, 2015 for inclusion in the staff report distributed to the Commission before the meeting.
