NOTICE IS HEREBY GIVEN that on Tuesday, September 20, 2011 at 6:30 p.m., the Planning Commission of the City of Belvedere will hold a regular meeting at 450 San Rafael Avenue, Belvedere, California, to consider actions including the following:
1. Consideration of proposed amendments to the Belvedere Municipal Code including Title 2, “Administration and Personnel,” and Title 20, “Architectural and Environmental Design Review.” Amendments include changes to Chapter 2.28 regarding duties of the Planning Commission related applications for subdivision. Amendments include changes to Section 20.04.210, Landscape plans – Materials, related to adoption of the State of California Model Water Efficient Landscape Ordinance (Government Code Section 65591-65599). Items under consideration include an Administrative Policy regarding interpretation and implementation of the Water Efficient Landscape Ordinance by City staff. CEQA status: Exempt pursuant to Section 15061 (b) (3). Applicant/Property Owner: Citywide.
2. Initial Study and Mitigated Negative Declaration, Design Review, Conditional Use Permit, Revocable License and Zoning Map Amendment for the San Francisco Yacht Club at 98 Beach Road. Application includes request to rezone the Cove House property from R-3 Residential to the R- Recreation Zoning District. The main clubhouse building would be expanded by approximately 688.5 square feet and the Cove House (formerly 100 Beach Rd.) would be expanded by 1,033 square feet. A new 1,607-square-foot raised entertainment area deck would be constructed. Project plans include a new sidewalk and fence along Beach Road, signage, parking plan and landscaping. 3. Design Review, Variance and Revocable License for property at 82 Lagoon Road for the construction of a 240-square-foot cabana/guest bedroom, and spa/hot tub, trellis overhang and landscaping. Variance is for construction within the rear yard setback. CEQA status: categorically exempt pursuant to Section 15303. Property Owner: Nan Allen. Applicant: Michael Heckmann.
4. Design Review, Exception to Total Floor Area, Variances, and Demolition Permit for property at 270 Madrona Avenue for construction of a new 495-square-foot detached garage, 24-square-foot house addition at northwest corner of first floor, 135-square-foot addition at second floor, northwest bedroom, conversion of 402 square feet of basement storage space to living areas, hillside lift, 8-foot-high deer fence with ivy hedge along north property line, and related improvements. Variances include: proposed garage structure that encroaches 4’and 2” into the Madrona Avenue public right-of-way; proposed lift that encroaches 5’and 6” into north side yard setback where 7’and 10” is permitted; and nonconforming fence where 6-foot-high fence height is permitted. Demolition Permit is for removal of 341-square-foot detached garage. Total wall and roof area to be removed is 860 square feet of project area. 5. Design Review, Revocable License and Exception to Total Floor Area for changes to property at 226 Bella Vista Avenue including construction of an 85-square-foot deck enclosure on the upper floor, an 80-square-foot conversion of unconditioned space to a laundry room at the lower level, new garage door, replace concrete apron and existing windows, install exterior fireplace, and replace defective stucco and roof drainage system. Revocable License is for existing fence and stairs and new fence, gate, and landscape in public right-of-way adjacent to the subject property. CEQA status: categorically exempt pursuant to Section 15301, Existing Facilities. Property Owner: Wendy Miller. Applicant: Holscher Architecture.

Please note that if you challenge in court any of the matters described above, you may be limited to raising only those issues you or someone else raised at the public hearing described in this notice, or in written correspondence delivered to the Planning Commission at, or prior to, the above-referenced public hearing [Government Code Section 65009(b)(2)]. Please submit any correspondence by September 8, 2011 for inclusion in the staff report distributed to the Commission before the meeting.
